China Adjusts Export Tax Rebate Policy for Photovoltaic and Related Products

China’s Ministry of Finance and the State Taxation Administration have jointly issued Announcement No. 2 of 2026, introducing adjustments to the export tax rebate policy for photovoltaic and certain related products. The new policy will take effect on April 1, 2026.

According to the announcement, export tax rebates for selected product categories will be reduced or eliminated, depending on their classification under the Harmonized System (HS) codes listed in the official annex. Some products will see a reduction in rebate rates, while others will no longer be eligible for rebates.

The policy aims to further optimize the export structure, promote high-quality development, and encourage upgrading within relevant industries. Enterprises engaged in affected sectors are advised to review their product classifications carefully and assess the potential impact on export costs and pricing strategies.

The government stated that the adjustment is part of broader efforts to support industrial transformation and improve fiscal policy efficiency.
